The project

The development cycle of a large project can take more than seven years. During this period the RTA has to:

  • Set strategic project limits (where it is, how long, etc).
  • Identify all of the options and all of the constraints.
  • Choose a preferred option.
  • Carry out a detailed study and environmental assessment of the preferred option.
  • Recommend a preferred solution, with supporting detail.
  • Carry out community consultation throughout the process.
  • Revise the proposal in light of community comment.
  • Take the proposal to appropriate agencies for concurrence.
  • Seek project approval.

The planning process is designed to ensure that all viewpoints are heard and considered, that all findings are documented and those important findings acted upon.

In the case of Brunswick Heads to Yelgun, planning approval was granted for previous design in August 1999. Following community consultation, including a public display, the design of the project changed.

Planning approval to the modified project was granted in December 2003.

In February 2005 Abigroup Contractors Pty Ltd was awarded a contract by the RTA to carry out detailed design, construction and maintenance for 10 years after completion for the Brunswick Heads to Yelgun upgrade.

The RTA managed the program on behalf of the Australian Department of Transport and Regional Services and the NSW Government.

Most of the existing highway was retained to provide off-highway access between local communities, such as Brunswick Heads, Ocean Shores and Billinudgel. Please refer to the project locality map below for further details (or select the Locality Map page for a larger view of this map).

Project scope

The upgrade consists of the following:

  • Approximately 1.9 km of duplication of the existing Brunswick Heads Bypass, including duplication of two bridges and drainage / fauna underpass structures.
  • Approximately 6.8 km of new dual carriageway from north of Brunswick Heads bypass to Yelgun. 
  • Approximately 8.7 km of twin dual-lane high speed carriageways.
  • Approximately 6.5 km of adjacent parallel service road and associated bridges.
  • Three balanced cantiliver concrete bridges crossing the Brunswick River to accommodate six lanes (four Pacific Highway and two service road lanes) plus a pedestrian/cycle way.
  • Six new bridges (four on the Pacific Highway and two on the service road) over Marshalls Creek and floodplain.
  • Five local road overpass structures (Brunswick Heads Road, Sewage Treatment Plant access road, Coolamon Scenic Drive, Service Road connection to Billinudgel via Bonanza Drive, Service Road connection to Billinudgel Road).
  • Grade separated interchanges at Brunswick Heads North and Yelgun.
  • A freeway standard at-grade intersection with the northbound carriageway of the upgrade at Wilfred Street, Billinudgel.
  • Pedestrian overbridge connection between Ocean Shores (Balemo Drive) and Billinudgel (Wilfred Street).
  • Shared pedestrian/bicycle paths, including a timber boardwalk along the southern foreshore beneath the Brunswick River Bridges. 
  • Various reinforced soil walls and reinforced soil slopes and associated architectural treatments.
  • Extensions, connections and adjustments to local roads including:
    • connecting road to Riverside Crescent, Brunswick Heads North
    • Brunswick Heads Nature Reserve
    • Rajah Road and associated roundabout
    • access to the sewage treatment plant
    • Banana Road diversion.
  • Connecting road between Coolamon Scenic Drive and The Tunnel Road via an underpass link to Orana Road and associated roundabout.
  • Service road connection to Billinudgel via Bonanza Drive.
  • Balemo Drive.
  • Shara Boulevard.
  • Connecting road between Billinudgel Road and the service road.
  • Noise attenuation measures.
  • Drainage works, including longitudinal and transverse drainage.
  • Water quality control structures and constructed wetlands.
  • Establishment of a significant amount of compensatory habitat in the local area.
