Environmental management

As well as an environmental team from Abigroup, an independent environmental auditor assessed various aspects of the works and checked for compliance. This independent Environmental Management Representative (EMR) was on site regularly during construction. The EMR’s primary responsibility was to ensure the conditional approval issued by the then Minister for Infrastructure, Planning and Natural Resources was met. This required him to audit specific work activities, review reports, assess environmental monitoring data and undertake site inspections of the project.

Prior to the commencement of construction, an Environmental Management Plan (EMP) was developed.

This document addressed many conditions specifically construction activities and specific environmental management objectives and strategies including:

  • Environmental management procedures for all construction processes.
  • Monitoring, inspection and test plans for all activities and environmental qualities e.g. specific tests and protocols.
  • Environmental management instructions for all complex environmental control processes which do not follow common practice or where the absence of such instructions could be potentially detrimental to the environment.
  • Consultation requirements with relevant government agencies.
  • A community consultation and notification strategy including and involving local community, relevant government agencies and Byron Shire Council.

Issues encompassed included:

  • noise and vibration
  • air quality
  • water
  • erosion and sedimentation
  • contaminated spoil and acid sulfate soils
  • spoil stockpiling and disposal
  • waste/resource management
  • flora and fauna
  • wetlands
  • resource use and recycling
  • utilities, access and traffic
  • property adjustments
  • heritage and archaeology
  • groundwater
  • flooding and drainage
  • geotechnical issues (including land slip and settlement)
  • visual screening, landscaping and rehabilitation
  • hazards and risks
  • energy use
  • vermin

Recovery Plans For Crystal Creek Walnut, Green-leaved Rose Walnut and Rusty Rose Walnut

The RTA and the then Department of Environment and Conservation (DEC) specified ways to minimise the impact of the Brunswick Heads to Yelgun Pacific Highway upgrade on three threatened rainforest plant species and to assist in the long term recovery of these species.

As part of the Conditions of Approval for the project the RTA contributed towards the cost of preparing draft recovery plans for the Crystal Creek Walnut, Green-leaved Rose Walnut and Rusty Rose Walnut. The overall goals of the recovery plans were to prevent the decline of populations of the plants in the wild, to ensure ongoing viability of wild populations, and to maintain the evolutionary potential of the species.
